What is YEK-G System?

“Renewable Energy Guarantees of Origin System (YEK-G) & Organized YEK-G Market” is designed to monitor all processes of the generated electricity from the producer to the consumer by utilizing the blockchain technology entirely through EPİAŞ’s own means.

 

Participation in the YEK-G System shall be on “voluntary basis”.

 

The characteristics of each 1 MWh of renewable energy supplied to the network by the licensed generation facilities in the system will be recorded and documented.

 

Through the YEK-G Certificate, which has the status of an “identity card” for renewable energy, it will be monitored, proved, and disclosed that the energy used by final consumers is generated from renewable energy resources.

Thus, the supply of electric energy generated from renewable energy resources to consumers will be guaranteed.

 

Thanks to the YEK-G System, producers shall be able to increase the use of renewable energy resources in electricity generation and consumption.

 

Supply companies shall be able to verify that they have renewable energy in their portfolio within the scope of their obligations.

 

Consumers, on the other hand, shall be able to obtain information about the source of the energy they purchase and have the opportunity to choose among electric products while contributing to the protection of the environment.

What is YEK-G System?

What is Organized YEK-G Market

Organized YEK-G Market is the market organized and operated by EPİAŞ where YEK-G certificates are traded among market participants.

In the organized YEK-G market, contracts that oblige to receive or deliver the YEK-G certificate at the matched price for the matched amount of YEK-G certificates are processed by the Market Operator in line with the continuous trading model.

 

YEK-G certificates issued within the scope of the documentable generation amount are traded in the contracts opened with the source type of the generation source.

 

Market participants can give buying and/or selling offers on the contracts that are open during the session.

 

During the market process, the maximum and minimum price is determined by EPİAŞ and the market transaction collateral is obtained against the financial risks that may arise regarding the invoice payments of the transactions made by the market participants. Market participants shall trade in the Organized YEK-G Market as much as at the amount of transaction collateral in the current market.

What is Organized YEK-G Market?

Organized YEK-G Market is the market organized and operated by EPİAŞ where YEK-G certificates are traded among market participants.

 

In the organized YEK-G market, contracts that oblige to receive or deliver the YEK-G certificate at the matched price for the matched amount of YEK-G certificates are processed by the Market Operator in line with the continuous trading model.

Blockchain Studies on YEK-G Project

“Blockchain is an encrypted, invariable, and ever-growing distributed database with no central authority. Satoshi Nakamoto defined blockchain technology as a peer-to-peer distributed time stamp server to understand the problem of chronological creation of the order of transactions and avoiding double counting.

 

Basically many sectors are managed centrally and the issue of trust is unilateral. Blockchain technology is restructuring the businesses of the future to increase trust and transparency. Blockchain has taken its first steps in the fields of energy, insurance, finance, logistics, and supply chain in general. The energy sector is especially among the first sectors affected by the blockchain since it is large-scale and centralized. Providing high traceability, blockchain is introduced to support and encourage renewable energy resources in the energy sector.

 

In this way, the amount of renewable energy resources will be increased and certificates produced from renewable resources will be traded under the principles of trust and transparency without the problem of double counting. 

There have been many pilot studies in this field internationally. Starting to be implemented with the tracking of renewable energy resources, blockchain shows that new small sized actors will emerge in the network structure in the future. By providing a balance of supply and demand thanks to the established structures, a more flexible, durable, and uninterrupted energy supply will be offered, and moderation in the collateral system and instant settlement transactions will be available.

 

Renewable Energy Resource Guarantee Certificate (YEK-G) Project, which will be operated by Energy Markets Operation Inc. –EPİAŞ (Energy Exchange Istanbul-EXIST), will go live on 1 June 2021. The market for the YEK-G certificate, which will be operated on the blockchain, will create an innovative effect in the fields of renewable energy investments and blockchain technology in our country.

 

The purpose of the YEK-G System is to document the source of energy consumed by final consumers and supply companies by recording and documenting the characteristics of each 1 MWh of energy supplied by the generation facilities in the system to the network. Thanks to the platform to be implemented by Energy Markets Operation Inc. (EPİAŞ), transactions for purchase, sale, redemption and float of renewable energy certificates shall be made through blockchain technology.

 

By investing in the future with innovative technologies, EPİAŞ will implement a network where blockchain technology can be used actively in energy markets. Thanks to the blockchain technology, the tracking of certificates shall be facilitated and an innovative, safe and transparent market environment shall be created. Through this blockchain network, the first domestic blockchain network of energy markets will be established. It will be verified that final users are obtaining their energy from renewable energy resources with the trading and disclosing renewable energy certificates through the network.”

  • The final consumer shall claim, prove and guarantee through the YEK-G Certificate that it uses renewable energy in the relevant consumption period.
  • YEK-G Certificates are valid for 12 months from the end date of the energy generation period.
  • Loss of validity of the certificates due to the statute of limitations is called expiry.
  • YEK-G Certificates whose validity period has expired shall not be processed again for another transaction.
  • EPİAŞ, which shall fulfil the duties of being the Registration, Issuance and Cancellation Institution in the YEK-G System, shall also operate the Organized YEK-G Market.
  • TEİAŞ and EDAŞ, assigned as the Meter Measurement Agency, will transmit the data to EPİAŞ.
  • All processes and market operation of the YEK-G System shall be carried out under the control and supervision of EMRA.

Legal persons,

 

who have signed the YEK-G system participation agreement and completed the registration procedures specified in Article 9 of the regulation can participate in YEK-G and Organized YEK-G market.

 

Under Paragraph 3 of Article 10 of the Regulation on renewable energy resource guarantee certificate in the electricity market, it is provisioned that producers within the scope of the Regulation on Unlicensed Electricity Generation in the Electricity Market cannot be users of the YEK-G system.

An annual participation fee shall be charged for YEK-G and Organized YEK-G markets. As stated in Subparagraph (b) of Paragraph 3 of Article 41 of the Operational Procedures and Principles on YEK-G System and Organized YEK-G Market, the annual participation fee is included as the annual participation fee item in the first invoice after the registration procedures are completed and in the following invoices after the month of January every year. And the payment is made automatically on the due date of the relevant invoices. The annual participation fee shall not be refunded if the market participant leaves the system within the same year.

 

No market operating fee shall be charged in 2021 in YEK-G and Organized YEK-G markets.

The generation data regarding the YEK-G certificate to be created in the YEK-G system are obtained from the meters, which are settled monthly, of the relevant renewable generation facilities. In this context, the data accuracy in 1 YEK-G Certificate issued for every 1 MWh of generated electricity will be one of the most important features of this system. A unique code will be assigned to each 1 MWh YEK-G Certificate to be issued in the system using blockchain technology. Thanks to this code, it will be possible to easily monitor the electricity, and therefore, the YEK-G certificate from generation to consumption.

 

A fair and reliable market environment will be created for the participants, thanks to the fact that the YEK-G system and the operation of the Organized YEK-G market are based on legislation. In addition, market data that will be created within the scope of the YEK-G market will be made available for participants in the EPİAŞ Transparency Platform.

Under with the Participation Agreement signed by the generation facility during the registration phase of the YEK-G system, a participant shall not be able to participate in other certificate programs that aim to provide information about the quality of energy if it is actively registered in the YEK-G system.

 

 

Under the YEK-G Regulation and the Operational Procedures and Principles on the YEK-G System and Organized YEK-G Market, a commitment is guaranteed to ensure that they are not registered in the other certification systems that aim to provide information about the quality of energy other than the YEK-G system related to the generation facility. In this context, it is not possible to register to another system other than the YEK-S system in the same calendar year. In addition to the commitment letters to be guaranteed at the registration phase, other information and documents may be requested from the generation facility if necessary. There is no deadline for registration applications for each year. It is not possible to re-trade the generation quantities that have been used and certificated in another systems other than the YEK-G system. The commitment letters requested from each facility during the registration phase of the YEK-G system indicate that the participant is not registered in other certification systems that aim to provide information on the quality of energy.

 

 

If it is determined that a generation facility is registered in other certification systems within the same calendar year, the participation status of the relevant generation facility in the YEK-G system is made inactive. The generation facility, whose participation status is inactive during the year, cannot join the YEK-G system again in the same calendar year.

Non-Eligible Consumers shall be able to obtain a YEK-G Certificate together with the energy they consume by applying to the licensed Supply Companies serving in their region and from whom they obtain electricity by contract. These consumers shall be able to obtain YEK-G certificates with the supplied energy.

The licensed supply companies shall be able to cancel YEK-G certificates monthly to the invoices of their final consumers, namely their customers, who participate voluntarily. The licensed supply companies shall be obliged to disclose that all of the electric energy they supply to consumers is generated from renewable energy resources by placing a special mark on the bills of the consumers.

Consumers who are eligible or who do not use their right to be eligible shall be able to request YEK-G certificates from the company they supply electricity to or from another supply company of their choice in exchange for their consumption. Final consumers among these groups shall also be able to obtain their YEK-G Certificates from a different supplier regardless of the supplier from which they supply electricity, and prove that they meet their consumption from renewable energy. Suppliers shall be able to cancel YEK-G Certificates in bulk or in parts minimum for one month, up to one year, depending on their agreement with the final consumers.

The validity period of YEK-G certificates to be issued from renewable electricity generation data within the scope of the YEK-G system is 12 months starting from the ending date of the generation period. If the relevant YEK-G certificates are not cancelled to a final consumer within 12 months or are not cancelled by the market operator, they are expired by the system. YEK-G certificates cannot be used again if they are cancelled, withdrawn, and expired.
